Evacuation payments in Ukraine: who is eligible and how to receive them

Evacuation payments are financial aid from the state provided to people forced to leave their homes due to military conflicts. In 2024, Ukrainians evacuated from dangerous regions can also expect support in the form of financial payments. Details on who can receive this money and what documents are needed will be provided by «Dnepr Operativny».

Who can receive evacuation payments?

Before the evacuation begins, regional administrations or military units contact «Ukrzaliznytsia» and «Ukrposhta» to provide information on the number of evacuees. «Ukrposhta» starts payments within 10 days of the evacuees’ arrival at the station.

Evacuation payments can be received by:

  • Residents of settlements who have left areas of hostilities or territories under constant shelling.
  • People evacuated from occupied territories.
  • Individuals evacuated from areas declared in a state of emergency.

Who is subject to mandatory evacuation:

  • Children and adults located more than 2 km from strategically important objects for the economy and defense.
  • Within 100 km of the front line or temporarily occupied territories.
  • Within 50 km from the border with Russia or Belarus.

Refusal of evacuation is possible for adult citizens, but an official refusal document must be signed.

It is important to note that evacuation payments are not provided to individuals who have left Ukraine on their own initiative.
